Best Program for Format and Partitioning

I'm looking for a good program that will format my hdd and partition it before I reinstall Windows XP Pro. I'd like it to do a low level format and I'd like to be able to re-assign the drive letters before installing XP.

A floppy boot program is fine since I haven't gotten rid of the old thing yet.

I use Partition Magic for such duties and it works great.
I hope that helps.
The truth is, if you're doing an absolute fresh install anyway,
first wipe the drive with the free version of Active Killdisk (search google and download it for free).
Then just use the boot screens in XP setup to partition and format your drives.
Unless there's some special reason for your desire for a low level format, just use the XP boot screens to first clear all partitions by pressing C when prompted, partition it up, and format the partition.
Just make sure you really want to erase everything on there before you erase everything on there. ;)
 
if you are totally wiping your hard drive, i believe the winxp setup utility can do that for you.
