So what is the best printer I can get. I'm not looking for a really exspensive printer. I would say around 300 or so. Which printer has the best picture quality?

Take a look at the HP Photosmart line. Make sure you pick one that has two cartridges and not one single cartridge.
 
Epson printers have always been good to me...

especially when combining that with Epson photo quality ink jet paper...beautiful crisp, clear text and images
 
Another vote for the HP Photosmart printers. Beyond the great picture quality, they have the card slot readers built into them. It works pretty slick with my old digital camera with a CF card and my girlfriends new camera with a Secure Digital card. I can plug in the card and print which photo I want, and I don't have to have the PC on.
 
Another vote for Epson. Take a look a a few cost of ownership comparisons between HP and other printers.
