Best PCIe fan for SAS RAID controller?

Hello,

I'm looking for the best fan to cool my LSI adapter, it's ridiculously hot just idling, can only imagine when it's running. Should I be blowing air directly onto the heatsink?

New IT Mode LSI 9211-8i SAS SATA 8-port PCI-E 6Gb/s Controller Card

FAN suggestions:

Vantec SP-FC70-BL Spectrum System Fan Card with Dual Adjustable 70mm UV LED Fans (Blue): Amazon.ca: Computers & Tablets

The heatsink lies face down, so the fan would have to be blowing upward, I have no idea where to go from there. Also attached some pics of my case, my R290 is blocking airflow towards top left.
