You need an amp to run non-powered speakers.
he is talking about spending money on an amp just to run cheap $55 speakers.
You can plug in headphones or get $5-15 speakers if your only concern is getting "SOME" sound. But the notion of buying an amp for the sole purpose of powering cheap $55 speakers just doesn't make sense to me when there are plenty other options out there that are both active and sound good.

An amp for $55 speakers, are you serious? Unless dealing with high end audio, money should be used for upgrading speakers first and foremost. Maybe if you drink snake oil all day it could be worth the psychological difference, but if his budget is that tight he'd probably be better off pocketing any savings.

I got a pair used for $60 a year or two ago for my girlfriend. She loves them, and she's not much for audiophile stuff as long as it works so that made me happy since it was a pain to watch stuff on her computer with her previous setup (at least to me -- she didn't realize how bad they were until she upgraded).
There's also these Sony SS-B3000 Bookshelf Speakers in a seller's listing. I don't have any personal experience with them, but many great reviews online from Amazon's page (http://www.amazon.com/Sony-SS-B3000-Bookshelf-Speakers-Black/dp/B000OG6I6A), and exactly your price.
Yes I am serious. I've heard the AV-40s and the Micca MB42... I definitely prefer the sound of the Micca's over the AV-40. Also, buying the AV-40 new would cost more than the budget would allow.
I have not however heard the JBL active monitors so I cannot make any remarks on that set. The Micca's offer outstanding value, I would recommend going to youtube and looking up videos on the set because they really offer a lot for a low price, they also do not take up too much desk space and sound very good.
I love the youtube videos where they play music and expect people to hear how great they sound lol.
