Best GPU for this low end system(E4500 CPU)?

Hello all,

My friend and I usually play SSFIV on PS3, since SSFIV:AE is coming on PC as well, I'm wondering if his system can handle running it, the game doesn't require very high end parts to run smoothly AFAIK.

His PC's specs:
CPU Core2Duo E4500 @2.2 Ghz
Intel D945GCNL motherboard (it has PCI express x16, full specs are here)
Windows 7 32 bit
1GB DDR2, he can upgrade to 2 or 4 if necessary
PSU, don't have any idea what it is, I'd guess a low end 350-400 PSU

So, is there any hope for this system? What's the best graphic card out there for it that won't be bottlenecked by the rest of his system?

Aim is to run SSFIV:AE at either 720p or 1080p(if possible lol) @ stable 60fps of course.
 
dont just guess at what psu he has and find out the exact model. what video card does he have now? that cpu will bottleneck the heck out of any decent card. in some games it will not even provide over 30fps on decent settings no matter what gpu that he gets. and yes he would certainly need more ram to play any recent games. and how can the performance be predicted on an unreleased game?

Will check what's his PSU before getting the GPU for sure, but since upgrading the PSU is an option I'd be open to any GPU suggestion because the main bottleneck I'm concerned about is his motherboard/CPU. He's not running any graphic card right now, just the onboard crappy GPU that's built in the motherboard.

As for the performance of AE, SSFIV is basically SF4 with gameplay tweaks and additional characters, the graphics have remained pretty much exactly the same. IIRC one of Capcom's marketing team mentioned that the PC requirements would be the same as PC SF4.

the newer core 2 duos like my E8500 are about 20-25% faster clock for clock so his E4500 would be like me running at 1.6-1.7. as long as the psu is pretty decent then something like a 5750 or 5770 would be the fastest I would go with. and again some games are going to be borderline playable at settings even those cards can run.
 
the AMD 6790 would be a good choice, cheap and powerful, while pulling under 170 watts at full load, a 300-400 watt psu would be enough with a low end cpu.

I would prolly grab a new cpu that would drop into his motherboard along with a video card, and at least another 1 gb of ram. Although you could get away with just the GPU upgrade. The system would benefit highly from more ram and a bit more powerful cpu.
 
Thank you all for the suggestions =), I might try to see how my crappy GT220 would work on his system to see how much of a difference will be there compared to mine running SFIV to get some idea before ordering a new GPU (I'm on an i7 930 @ stock speeds and able to run SFIV @ 720p 60FPS stable, can run at 1680x1050 too but get slow downs during some ultra animations).
