I am about to build a new game rig, and is wondering what is the best CPUcooler in combination with Intel E6850, mounted in the NZTX Rouge Cube.
All fans in the NZTX Rouge Cube as well as the one in Silverstone ST60F will be replaced with this series of new Nano Fans

They can be found here: http://www.nanoxia.com/?go=products&cat=products&lng=en

My first idea is to use the Noctua NH-U9F (height 128 mm) together with the Nanoxia FX09-2200.

There are not many of these in the wild yet with people putting larger aftermarket heatsinks in them. You can take a look at my thread here for some discussion on it.

With all the 120mm fans, why would water be necessary?

It might be easier to put a small WC kit, such as This one, than fit a giant TRUE heatsink in there. Some of the cheapest WC rigs will outperform any of the low profile heatsinks available that would fit without a struggle. ymmv
