I have a small apartment and a 21" 1600x900 monitor. I currently have a GTX 650 and it's decent for old games, but I want a smooth experience on new games like The Witcher 3. Pretty sure I need an upgrade, any recommendations on what card is best for me?

Budget? A 970 would be awesome for that resolution, and it will play just fine if you upgrade to a 1080p monitor. Even smaller monitors are 1080P now.

Looking to spend under $150, or purchase used if I can. Also I'm looking for the best AMD card because value.

A 390 would also be a decent card to look at, in my mind the best bang for your buck card out there.
You can get one around $330.

Older cards like 290/290x would be great too and can be had around the $250 - $275 range if you're willing to actively look for specials.

EDIT - Just saw your price range, look for a used 7970 in that case. Maybe a 380 is good too.

7970/280x would fit in your budget, and play excellent at your resolution. I'd shoot for a 7970 ghz edition, can be had for your price range, and will be perfect for your needs.

Yeah definitely 7970ghz edition, I had trouble selling it for 160 over 2 months ago. Almost everyone was only offering 120-130 for it. So 150 you should be able to grab the better aftermarket cooled ones.

Sounds like picking up a used 7970 would be a good choice. Thanks guys, I'll be on the lookout for a deal! One additional question: any opinions on 7950s? Are they decent cards or should I stay away from them (heard they were heavily used in bitcoin mining).

That's hardcore overkill for a 900p monitor, and even 1080p, too, really, unless OP is looking to do ultra gaming, which it doesn't sound like. Also very much not a budget card.

If OP isn't interested in AMD, the extra $50 for a 960 wouldn't be a bad idea.

I'd strongly recommend a 750ti ($150ish and lower power = low noise) or a gtx 960 (~$200).

I'm still in love with my 750ti, and I play at 1600x900 with my own 21" LCD.

I like the 750ti, I use one for Physx, but if the OP can get a 7970 Ghz for under $150 that would decimate a 750ti. IIRC over 50% faster.

OP if VSR is working for the 7970 by god use it in games where you have extra horse power to burn.

At that resolution, and up to 1080p for that matter, a 7950 is still a great card. A lot of them were used for mining because of price/availability, so it may take some searching to get one that wasn't, if that is your goal. Just because it was used for mining doesn't necessarily mean that its useful life has been shortened appreciably, as I'm sure responsible miners that cared for their hardware can tell you.

Yeah, a used 280x or 290 will be able to max out just about anything at that res, ATM.

Depends on what CPU/PSU you're using (i3, etc).

960 open box may be a better choice, due to NVs DX11 driver efficiency.

If you've got plenty CPU go used AMD.

Found the 7970 to be more of a 1440p card in its' heyday but 900p should do fine.
Look around maybe you can find a good OCing card, some of the reference models did 1.3GHz with minor vcore bumps (like mine!), that's ~30% over the Ghz edition...
