Best budget PCI

I have a friend who purchased a new budget dell and just found it doesn't have an agp slot.
So what would be the best pci card to get for around $70.
 
Radeon 9100. It'll suck hardcore, but that's the second best PCI card on the market at the moment. (EDIT: They don't seem to have it in stock, you might be stuck going to eBay for this one.)

The *best* performing PCI card would be a GeForceFX 5600. But that'll run a bit higher than $70.

In any case, performance will be abysmal with either. Don't expect to play Doom3 on that system at high res or with any FSAA. (That said, Doom3 is VERY scaleable, it might just actually play okay with the details cranked down).

Do not, under ANY circumstances, get a PCI GeForceFX 5200 or a Radeon 9200SE. Those cards are so awful, they be hardly any improvement at all over the integrated video.
