AVIVO isn't software, it's a marketing term for the range of video enhancement features of ATI's X1K-series cards. AVIVO is, in every part, X1K-series-only.
It does have, as components, an H.264 decoder (which you must buy seperately), and a video transcoder. But those aren't the main features. The great job it does cleaning up your DVD quality is what you are interested in.
That said, it doesn't take anything fancy to enable. If you have a DVD player that allows DXVA, and you enable 'hardware acceleration' with it, you are good to go.
nVidia's Purevideo Decoder is kinda similar - it is a software package first, but interface with hardware features on nVidia cards that perform similar effects to AVIVO. (Last reviews I'd read, though, showed not as good results).
It's worth noting that you can run nVidia's Purevideo Decoder (software) on any video card at all - and it offers 'hardware acceleration' as an option. So...yeah, you can use it with an ATI card and still get the AVIVO perks.
Outside of that, though...I dunno, it's a good question. ATI's "DVD Decoder" they bundle with their 'All-In-Wonder' cards is a licensed version of Cyberlink's PowerDVD decoder, so if I had to guess, I'd say PowerDVD is the best solution to pair with ATI hardware, but....it's just a guess.

can you explain DXVA further? How do I know if my DVD drive support this? if so, how do I enable hardware acceleration?
so AVIVO does not have DVD decoder? or ATI does not have decoder? and they use PowerDVD decoder?

AVIVO should optimize all videos that appear in a DX overlay automatically (as long as this is set in catalyst). VLC does a nice job playing DVDs for me.
