Best 6970 Card?

I was looking at getting the PowerColor CoD edtion card for the game (til I found out its not Black Ops) and because of the 940MHz OC, but the price is steep at $375. Worth it or would I be better buying a cheaper card (Sapphire, XFX, MSI, etc) and OCing it? Do these cards OC well? What manufacture makes the best card?

System is a new i7-2600K build.
 
I would get something with a nice nonreference cooler, most are factory OCd and will run cooler/quieter with hopefully more overclocking headroom
Asus direct cu 2
MSI lightning
powercolor and gigabyte both also have a non reference twin fan cooler
