BCLK discrepancy / downclock

Does someone know what this discrepancy is all about? BIOS BCLK is set to 191, but CoreTemp reports 182, and some other apps also report 3.8GHZ instead of 4GHZ (e.g. Windows or Linx). CPU-Z however and RealTemp show 4GHZ.

I use Turbo multiplier (21x). All power saving features are disabled.
