Barton multiplier wierdness

I have a week 32(i believe) AQXEA barton 2500+ that I can use some lower multipliers with, but above the stock 11 don't work. After a little research it seems that you need to unlock the higher ones before you can use them. I thought it was a little wierd I could use lower, but not higher.

After playing with it a while I decided to use 10.5X multiplier to get my best oc of cpu and memory and it wouldn't do it. It just wouldnt boot windows. Now at the same fsb I can do 10X and 11X, why the heck doesn't windows like 10.5X? It's definitely not the OC stopping it b/c like I said it will do 11X stable and 10.5X is slower.

Does anyone know whats going on here? Thanks all.
