Barton 2500 at 63 degrees

I have a case with decent airflow airflow, a barton 2500, and a Thermaltake Silent Boost, using artic silver. My bios says that my proc is running at 63 degrees and motherboard monitor agrees. The only thing I can think of that could be causing this is a case fan is seated directly above the heatsink and blowing in.
 
try reseating the heatsink and make sure you apply the Arctic Silver precisely according to the directions.
