Please correct me if I am wrong
My display resolution is set @ 1360x768 which is actually 16:9 aspect ratio same as 1920x1080 , then why do I still see bars while watching full HD content even though my deskop is not set at 1920x1080 but the aspect ratio still remains the same here.

because you dont have the necessary lines of resolution to not have bars. Your video is bigger than the resolution you have on your display which means it has to be shrunk down to fit full screen on your display so you get bars. You can make the video not have bars by resizing it but it will not fit on the screen. Now if you watched a 720p movie you shouldnt have bars.

What is "full HD content"?

Are you talking about TV? Movies? Because a ton of "HD" content does not have a 16:9 aspect ratio...

I still see the bars even if I set my display resolution @ 1920x1080
In MPC the file properties mention the resolution of the video as 1920x1080 .

I get bars on some content I watch because the video is playing at 1280x530 or something while my screen resolution is 1280x768. I imagine if I went to a 1080p resolution even then some blu ray videos would still have the bars if it's playing back at 1920x800 or something like that.

It seems for a tv to be a 1080p set it has to have 1080 vertical lines, but for video to be considered 1080p it really only has to have the 1920 horizontal. Make sense?

It is all about the aspect ration of the video like most Blu-rays are going to be 2.40:1 where 16x9 ratio of and HDTV is actually 1.78:1. The image is actually wider than you HDTV so they scale the video to fit the screen width wise.

but for video to be considered 1080p it really only has to have the 1920 horizontal

No. 1080p is just that, 1080 vertical lines of resolution. Some of them lines, might be black, which is what happens when the aspect ratio of the movie doesnt fit the aspect ratio 16:9

Are we talking about vertical bars on the sides? or Horizontal bars on the top and bottom.

If its Horizontal bars on the top and bottom, then that's normal.Movie studios don't usually film the media in 6:9 aspect ratio, so the bars are added to get the whole picture on the screen.

If it's vertical bars on the sides, then it could be many reasons. The most obvious reason would be that the source media is not 6:9.

Ok, true, I see what you're saying. I should have been more clear.
