Barcelona has decided to switch from Windows to Linux. They're going to start switching programs over to Linux friendly ones and then finally switch the OS itself over. ETA is Spring of 2019.

Awesome. I think it makes sense that projects built with public money should be public.
 
I wonder if this is more for political reasons than "FOSS" reasons. Barcelona is the economic powerhouse of Spain, and right in the middle of the Catalonia Independence movement. If the Catalan goverment ever takes concrete steps, like declaring full independence and attempting to enforce it, they will find themselves in economic uncertain times. They will not be part of the EU or eurozone, so would have to make their own currency. How many foreign vendors will take Catalonian money when it may get stamped out and made worthless in a short time? By moving away from commercial software, they avoid that problem.
