The first three quarters of this video are kind of boring but, trust me when I say that the end of this video is definitely worth waiting for. Or, if you want, you can just skip right to the eleven minute mark to see all the fireworks. :)

It's caused by the rolling shutter effect of a CMOS sensor. It's not the electricity causing interference, but instead the refresh rate of the sensor missing the frames. You can see it during press conferences on lower quality cameras when only part of the screen is lit by the flashes from the cameras. If they were using a camera with a CCD, or a CMOS with a global shutter, it wouldn't happen. Rolling shutter - Wikipedia, the free encyclopedia
