bad sound fix?

I've been happy with my mobo sound always until now.. there is some slight static in the background, and highpitched electric sound. It's not noticable when they're sound, but in between songs or in lulls in a game, it's quite annoying. Will a sound card eliminate this?
 
Does it go hand in hand with your mouse movement? If so, try muting everything that's not needed in your volume control panel, worked for me when I had onboard.
