bad PSU?

system started to boot hang for no reason so did rma on MB, new one still does the same thing. after new MB was getting sp2004 errors so lowered clock 5mhz to get back stable.
noticed that the 12v line dropped from 11.9 to 11.7 (software) will borrow/buy multimeter to double check. so my question is can a .2 drop cause system to get flaky?
 
Any & all fluxuation is bad, but you will need a DVM to see the real voltages & an O'scope to see the ripple & noise.

What PSU do you have?
 
ok did the meter check and it says 12.2 (all volts looked good) guess the drop was more of a bios bad calibration from the new MB compared to the old one.

do they even attempt to calibrate those things?

i put the fan back over mem slots and it seems to be ok at old speed now, lowered one mem value to seemingly fix the post prob. guess the sticks got burned in enough to not handle what it could before..... ARGH are'nt puters fun? :)
