Bad PSU?

my new build started acting weird recently, first it started out being extremely slow, one hard drive w/ OS works on a different computer but slow, the other data drive ( WD6400AAKS ) spins but doesn't show up. but that's not, it makes the good working hard drive not work. whenever i try to use it, the windows loading screen shows up and the bars keep moving forward and sometimes the computer restarts by itself. now one of my fans won't run. you think the PSU might have gone bad. if it is how do i check if the mobo is still ok. i got the 680 watt psu from an older system. my confiuration was

Q6600 @ 2.4

2 X 2 GB G.Skill PC1000 @ 800 MHz

Thermaltake 680W PSU

Foxconn 8800GTS 640 Factory OC

Two HD, 640AAKS and WD1600 Cavier SE 16

EVGA 750i FTW

SATA DVD drive

6 12V case fans

unplug some extra devices and see if it gets better.

you should be able to go without some case fans for a while with your case open or something.
 
unplugged dvd drive, took out the 8800gts and popped in a 3650 no fans are on except the cpu, gpu and the mobo fan. plugged in one hard drive, still no result
 
i think you should consider other hardware issues. underclock everything. test ram, burn cpu.
