I just got this cpu from Ebay and to test it, I swapped my cpu2 from my running 4p 6174 Supermicro system and the bios sees only 3 cpus. Did the same thing by swapping with cpu4. In bios, health monitor shows this cpu vcore about 0.97V while other cpus are about 1.10V. Is there any easy way to fix this problem with turion power control? Or this is just a dead cpu?
 
Not too much that can be done with TPC if CPU is not being recognized by the BIOS...

Is it a production CPU? Did you try cleaning CPU pads with alcohol?

Does it look like any of the tiny components on the back of the CPU (multi-terminal
capacitors, methinks) may have been ripped off?

Yes it is retail chip. I did clean the pins, and compare the bottom of cpu to see if missing any tiny resitor, but the physical check seems OK. Just the vcore is low and bios sees only 3 good ones. The seller mentioned that the previous buyer was not able to run it, and he is willing to take it back.

Nope, I did not have a spare MB to test by itself. This evening I will try again to put it in socket 1, and maybe only by itself. I hate to remove all other components because for sure when I put them back, there something wrong will happen. Can I leave ram of other sockets on without cpus?
 
If the previous owner was not able to get it to work methinks it is dead bro.
 
I don't think you can but weather will come along and do it.
