Bad Fps

ok im getting 40 -70 fps with this setup which shouldnt happen... in CSS
AMD 4400+ X2 Core
EVGA 7800GT
1GB cosair Ram
ASUS A8N premium
Raptor HDD Drive

WTF IS GOING ON...
AMD Drivers 1.2.2.2
Nvida Tried on 81.85 and 81.87
All other drivers up to date....
Windows XP SP2

I dont see this...i see hardware directx level DirectX 9.0+ software DirectX 9.0

I would suggest checking the task manager to make sure something isn't running in the background sucking up CPU time slowing it down.

nothing is eating the cpu % of each core used 1%

turn off VSync? It limits your fps to the refresh rate of monitor.
