Bad cpu performance

I've been getting low 3dmark05 test scores, and noticed that my cpu score is unreasonably low. I have a 64 3200+ and the score I get is 750, when others in the database get 4000+. This also explains my poor gaming performance. My bios and all drivers are up to date. This is after a recent clean install, not many programs in the background. Cpu-z verifies its running at 2ghz. What could the problem be? I've been trying everything I think. Thanks.

2x512GB Corsair Ram
sn95gs Shuttle
2x 74gb Raptors in Raid 0
6800 nu

I've had this problem with a few installs in the past. Installing SP2 always fixed it for me.
