What is a really good power supply as far as reliability/performance/price?
 
That question is useless to ask without specs of the PC that the PSU will be powering.
 
It is a soon to be built PC. I am not sure on exact CPU whatever quad core is best for OCing & best price. Plan on getting whatever GPU is in the price range of the ATi 5770, around 4gig of mem again not sure whatever mem is best for OCing/price/performance. If you have any suggestions plz let me know.

First question: What kind of performance do you want? Right now, today, I think my answer would be a P55 system. Depends if you want Sata III and USB 3.0 as to what MB to buy.

I just built up a system for my son for under $800 not including the case. I got an EVGA P55 FTW 200 board, 4 GB of Corsair Dominator DDR3 1600, a Ci5-750 and am using a Corsair HX-850. He already has SLi GTX 285s which are still more than he needs.

The P55 boards are feature rich and very inexpensive compared to their X58 counterparts. I overclocked the 750 to 4.o GHz with no problems what-so-ever. Of course if you want to go crazy, one of the new "K" series CPUs would be the shizzle, but I like a challenge. The system is fast and smooth and the board has more bells and whistles than I really needed but it's sweet for what I paid for it. I like EVGA for their service. They also tend to make pretty good OCing boards. Cooling is more choice than anything. Depends if you want crazy OCs. If you are going to the edge, then water is your friend. If you are just going 10-30% over then any good air cooler will work. I tend to use ArcticCooling Freezer Pros because they are cheap, easy to use and work fine. The fan is quiet.
HDD, I still use Western Digital Caviar blacks. I am not sold on SSDs, and they cost too much for little bitty capacities. I have never had a WD HDD fail on me.

Second question: do you need modular?
I change components in systems alot. I hate clutter. Most of my personal and commissioned systems are windowed.
So I generally always use modular systems. I like the fact that I only use what I need. In the non-modular PSUs there are a ton of unneeded cables that you have to hide and it takes time and patience to do so unless you have a case designed to hide things.
Yes, modular can be 10-20 bucks more, but in my case, worth it.
I tend to use Corsair PSUs alot because they work and they have excellent support. Their PSUs, with the exception of the new AX series are not completely modular, but close enough for me.
I have never had a Corsair go south on me. They are also pretty quiet.

Im looking to double my performance. Right now I am running an opteron 170 @ 2.8ghz. Id like to get a CPU that can OC well & the mobo has many features that I might need usb 3.0 n sata 2 would be good since after this build I dont plan to OC for a long time. Also I dont need a super fast graphics card just enough to push most fps at top res of a 23 inch monitor but can last me a long time & play starcraft 2 well. Im looking for the best bang for your money & nothing expensive. I already have a case. All Id need is cpu, mem, mobo, PSU, & whatever cooling is best. If air is quiet & can get me in the 4ghz quad core range that sounds like the way to go since water cooling is pricey. I would also like modular bc I Hate clutter in my case & I too have a windowed case. I plan to make sum mods for 120mm fans since all the ones in the case are 80mm to get the comp as quiet as possible. What is best for making cutouts on the glass part of the case without cracking it?
