Can anyone recommend a good device where I can play my mp3s on vlc and but ho through a remote device plugged into a stereo that is connected with 3.5mm or rca?

I have a bunch of CDs I've ripped to MP3s over the decades. I want to be able to make a playlist on VLC and then when I hit play, have the output be a device in another room. That device I would RCA/3.5mm into the aux ports of a stereo system.
 
You can get bluetooth 3.5mm receivers. It's basically a 3.5 mm jack with very small electronics attached.
You would connect that to your PC via bluetooth and plug the jack into your stereo.

I haven't actually used one of these so I don't have a recommendation but I'm sure you can find reviews on youtube or something.
They also have bigger, much more expensive devices like this meant for home stereos.

This is assuming your stereo is so old it doesn't have bluetooth built in. If it did you could just directly connect your PC to it.

Hardware: wiim, bluesound, DACs of many flavors, an old laptop, heck even an appletv connected to a receiver

Software: plex, roon, volumio, or most of the streaming companies, tidal et al

There is an infinite way to do this. What you are talking about is a hardware streamer. The software is just as important thiugh and VLC is bleh for this. Don't get me wrong I use VLC but not for this.
