Audio PLaying to fast

All my audio programs play my audio or video to fast.
Except Winamp.
I've tried formatting but this didn't help I also downloaded the newest drivers for my asus A7N8X onboard audio but this also didn't help.
 
Maybe it has to do with the way you encode your sound.

If a file is set to play at 44100Hz and you encode it at 22050Hz, it will double speed it. Other then that, which is a long shot, I can't help ya without being there. Sorry mang!
