AUDIO Noise Following Driver Updates

Think I went thru this over a year ago , with same results / same fix back then. If I update ATI Audio Drivers , at some point static sound begins... with faint voices barely detectable.
If I start the TV application, then exit , the sound will stop....until a reboot.

Last time I remember rolling back drvier updates to put an end to it for good, but only on 1 or 2 of the bunch of ATI entries under "Sound , video , and game controllers" in Device Mgr.
Considering the TV program's temporary cure , would a good guess be the ATI WDM TV Tuner driver , or the ATI WDM TV Audio Crossbar ??

So I cant do updates to all ATI components ?
One other thing I found.....one of ATI's processes loading on startup is listed twice in Task Mgr. , called " ati2evxx.exe ". Could that be the real cause ? If so , I cant find how to stop either one of them. Neither of them appear anywhere when I do a ...RUN / msconfig , and go thru each tab.
