Audacity meter does not respond to input level

Hi. I use Audacity to record streaming radio. Back when I had it on XP, I could adjust the input level slider and the meter toolbar would reflect the change,this way I could make sure I was not clipping. I use vista now, and the Audacity meter toolbar does not respond to the input level slider. The actual waveform increases or decreases with the slider,indicating that the input level is being changed, but the meter does not change. The only way I can get the meter to move is to adjust the volume of the recoding device ("What U hear") through the windows control panel. I was wondering if anyone else has this issue or knows how to fix it. I'm using an Audigy 4 and have tried both the current creative drivers as well as the beta drivers. Thanks.
