Attrib.exe popup

I just recently moved to my colleges dorm. I had to authenticate to get on the internet. Recently I've been getting a weird attrib.exe popup everytime I use anything internet related. I managed to get a screenshot by spamming print screen. It only flashes for about 1 second.

I ran spybot search an destroy, adaware, and avg virus scan. No errors found.

It's a legitimate Windows file (mine is 11,264 bytes), although like any file, a virus could infect it. I was under the impression that it simply set file attributes (hidden, read only, etc.), so I dunno why it would be connection related. It may be worth submitting it here, just in case AVG is missing something...
