Attaching external touchscreen to Android Phone, possible?

It seems like there are few different ways to mirror a cellphone to an external monitor. But what if it is a touchscreen, is there a way to mirror the cellphone to a touch screen and some how be able to send the touch commands to the phone?

I have a large touch screen in my car. I drive it with a windows 10pc. It would be nice to also be able to use it with my phone.
