ATI Tray Tool - adjust fan speed doesn't work

I just installed ATI Tray Tool and I have a slight problem.

I'm trying to adjust the fan speed to 40% and I click on apply but I don't hear the fan kicking in. Is there a solution to my problem?

And I had this exact problem when I was using CCC, it just didn't work sometimes. I prefer not to use CCC because I find it annoying.
 
That happens to me sometimes too...Turn it up to 100%, then back it down to whatever you like..That usually does it for me.
