Is it safe to make my fan run 100% all the time on my X850XT.

I think It would keep it cooler.
 
Shouldn't be a problem. I ran my x800xl at 100% all the time, and it will keep it a little cooler. Some will say "Oh, but that will make the fans life shorter", but a fan that can't run at it's rated maximum without burning up is crap and will be covered by warranty.
