i've been reading about people doing softmods on their cards .. 4 piplines > 8 pipelines

is it possible on a PowerColor 9600Pro 128?
 
No...9600s are a different die. Basically 9500 and 9800 se have half the pipelines disabled.
 
No you can't, the 9600 series cards where only made with 4 pixel pipelines, but the 9500 and 9800 SE cards where made with 8 pipelines but where disable so the cards will be cheaper.
