I've looked into it on google but am still a little confused on what it actually does. Also is it better to leave it on or off?
 
ATI overdrive does exactly what it says.

Allows you to overdrive the GPU and RAM of the ATI video card.

So for instance.,,

stock the Diamond 4870 x2 is 750 mhz GPU and 900 mhz Ram. I overdrove my GPU to 777 and RAM left it at stock. It also allows you to manually control the fan speed (I know on the 4870 x2 it does).
 
I never really got the point of overdrive, it barely OCs the card. Are you really gonna get that much more performance out of 27mhz? Now if it upped it to 850 than it would be worthy of the name overdrive.
