The information in this article applies to the following configuration(s):
Radeon™ HD3870 series
Radeon™ HD3850 series
Radeon™ HD2900 series
Radeon™ HD2600 series
Radeon™ HD2400 series
Windows Vista 32-bit Edition
Windows Vista 64-bit Edition
Windows XP Professional
Windows XP Home Edition
Windows XP Media Center Edition
Windows XP Professional x64 Edition
Symptoms:

Intermittent stuttering issues seen when running various 3D applications

Will this might tip the balance for my next video card upgrade if it does fix the problem.

Seems to have worked. Did a complete wipe of my current drivers, then installed the 8.3's and then the hotfix. It's keeping the card in 3d clocks the entire time I'm gaming. NOW the only issue is that the bottom card in m system still doesn't really have the fan kick in. Granted from what I can tell it is only getting up to 70 degrees on load, but the fan is not changing at all. Think this is the card and not an ATI problem?

Bout time they fixed the damn Powerplay bug, now get your asses in gear and release something good!

Same here. Not a single downclock during CoD4, Crysis, or C&C3:KW.

Im seeing a difference as well, didnt make as much of a difference in crysis mp as I had hoped, but then again thats crysis.

Hmm gonna try it out for Guild Wars for me which was a major culprit when my FPS goes from 60 to 5 after an alt-tab back to it on a 2600XT or 3870.

What were your current drivers, and if they were already 8.3, why did you wipe them?

Is this something that will be automatically fixed in the next driver release or do we have to keep using this hotfix any time we reinstall or upgrade drivers?

Also, these have got to be the hugest "hotfixes" I've ever seen... they're bigger than a Catalyst release!

They're not really "hotfixes", my guess is that they're just Catalyst drivers that haven't been fully tested yet, possibly along the same build line as the original drivers just with various fixes included. Since its a fully contained Catalyst set, you can just go straight to the hotfix if you want.

I was using the 8.3's before this. I just always wipe my drivers just in case. Too many times i've had issues installing over the previous ones.

Normally hotfixes are built into the next driver set, so I doubt you'd ever have to install this again. And yes, as BlackForge said, it looks like this was a full driver set, not just a hotfix. Either way, they seem to be functioning just fine. One thing I am still a bit dissapointed in is GPU usage in some games. in Crysis it hovers around 90-100%, but in UT3 it's near 50-60%, and I'm getting lower frame rates in some areas. Makes me wonder if the cores were being utilized 100% I'd be getting a constant 60fps, instead of dipping to 45 in some areas.

Its a hotfix, which means by definition you just apply it and your done. Removing the previous drivers was unnecessary.

This is a FULL driver and is labeled as CAT 8.4 in the CCC information. This means you must COMPLETELY remove existing drivers prior to applying the new ones.

This HOTFIX works flawlessly when applied the way HOTFIX's are typically applied. It fixed the powerplay issue and didnt change my scores in 3dMark at all, and the scores in my games improved slightly or stayed the same, and there was no hitching at all.

So, no, you dont have to remove the old drivers first. Outstanding job, ATI.....

I'm getting a bsod in Oblivion with these, going back to the 8.2 and no bsod.
Since I'm playing a special modded version of Oblivion right now .... I'm about fed up with ATi and the fact this hotfix does not support the HD 3850 AGP is the final straw for me.
I'm sending my card back to Newegg this Friday and putting my 6800GT back in.

No more forced install of drivers/hotfix that break games.

PS: And yes I'm having the powerplay bug and using Rivatuner helped get around it.
And running games like Guildwars or WoW was a good way to test for the powerplay bug.

EDIT:
post with screenshot showing what happen with the hotfix (I assume these are the cat 8.4 driver) on the HD 3850 AGP

damn, i wish ATI would have released these drivers in the first place. 8.3 + hotfix makes my games SO much smoother. I was about ready to toss my CF 3870s out the window.

BTW, the drivers that came on 3870X2's were labled 8.4 when they first came out, and that was a month and a half ago. I remember commenting on it...

Difference was I couldn't get them to recognize my 3870X2's....

8.4xxxxx is the installer version, the drivers that came with my diamond card are 8.4xxxxx, but the actual ati driver version is 8.1

Would it be the special version of Oblivion that is incompatible with the drivers? You know, extra/special added textures or whatnot.

Did you try other games though?

My friend is running the same instance of the game (copied folder) on his 8800GTS G92, and I have no problems with the cat 8.2,
So I assume its just these drivers not supporting the HD 3850 AGP. :(

I'm sending this card back to Newegg as so far ATi has not supported this card at all.

Oblivion was a bust for me as well with that hotfix.

It seemed to run okay on the base 8.3 drivers, but there was some stuttering every few seconds, even indoors with all the video options at default settings. I thought I might need that ATI hotfix, so I applied it, and wow did things really screw up.

As soon as I hit "Play", pixels go all weird, desktop screws up, lots of garbage on the screen, and can't do anything to get back to Vista desktop normally - have to reset the box.

Tried my best to remove all the ATI stuff, reinstalled the base Catalyst 8.3, and that seemed to get it back to as normal as it would play, except this time the stuttering mostly went away, then I noticed that my RAID-1 array had been in a "verify" state for a while, so I'm thinking while the verify was going on, that's what caused the stuttering when new NPCs entered the area and it load textures or something.

Anyway, I guess there's a problem with that hotfix and Oblivion.

Other thing I'm noticing is...I'm not sure if Oblivion is using both GPUs on my 3870 X2, because one GPU temp is a lot lower than the other (according to CCC) after I exit out. I'm going to use Everest to log it as I'm playing and see.

Are there any known issues with Oblivion not using both GPUs on a 3870 X2?

I'm fed up with ATi's shit.
I sent my card back to Newegg yesterday.

Used the card a month and in that time ATi never answered my ticket about the 8.3 drivers not installing for this card or the hotfixes.
Talking with ATi on the phone did no good as they promise a hotfix or support for the card yet the 8.3 drivers didnt install for this card and neither did the hotfix or this last hotfix which looks to be the cat 8.4. (I had the powerplay bug also)

Sapphire's own site has drivers up for download that will not install for this card even thou Sapphire has them listed and up for download.
Calling Sapphire never worked as no one ever answer the phone.
The Sapphire forums dont work for me... been a month now since joining their forums and I still can not post there.

ATi has lost my business, I dont think I will ever buy another one their cards.
This is coming from someone who has owned AIW 7500, 9800Pro, 1950Pro.

The 3850 AGP would be a great card for AGP users if ATi would just support the damn thing.
