ATI+HDMI= underscan

I have 2 Radeon HD5970 video cards connected to three 1080p monitors via hdmi. I discovered the setting in the catalyst control center to remove the underscan on each monitor however every time I restart my system the underscan is back until I bring up the control center at which point all three monitors pop to filling the screen, without me doing anything, as if the control center wasn't running? It is running though, the icon is in my taskbar.

Is there any solution for this? I don't want to have to open a window everytime I start my computer in order to get the displays full screen.
