ATI CCC issue

Added new hard drive today getting everything setup. I can get the ATI driver to install but the Catalyst control center searched the net and tried a bunch of those methods nothing seems to be working.
 
do you have the .NET Framework installed... i used to run into this problem when i would setup a new computer and would install the Catalyst package before doing any windows updates...i would always get a problem with CCC until i had everything updated
 
I saved the Catalyst drivers till the end. Windows had no more updates everything else was done as well. .NET frameworks is installed I even tried removing and reinstalling it but still nothing. The control center I could really care less about other then i need it to remove the black border on my monitor. Aside from that it doesnt really matter much i dont overclock or anything like that.
