ATI card problems

I just got a Connect3D X700 Pro today and just popped it in. I installed the card properly and installed the drivers which came along with the retail box. Next, I ran 3DMark05, but it abruptly quit after the first test where it said that the graphics card is not accepting commands and it had to reset. The resetting continued on for the next minute before I manually restarted the computer. Next, I realized the drivers might be out of date, so I went to Connect3D's site and downloaded the latest Catalyst drivers. After installation and a reboot, things took a turn. The computer kept restarting even before it reached the Windows logon screen continuously. I restarted again to make sure that problem wasn't arbitrary or anything, but it still continues ... Now, I can't get the computer into Windows! I am afraid it's ATI's drivers which are causing the problems. But, I'm not completely sure ... What's wrong? :(
 
You may need to start windows in safe mode, run drivercleaner to get rid of everything ati, restart windows normally and install latest ati catalyst version.

The booting problems are arbitrary and don't occur all the time. I tried restarting a couple more times, and it was successful once ... Since the successful start, I have not tampered with any settings/drivers. I will await suggestions on what to do next to resolve this issue.
