ATI 9700pro and TFT HP2335 - 23"

I have a 9700PRO in a TFT HP 2335, happens that during the BOOT I do not have image in the monitor, only when I enter in the Windows.

Already I tested in one another machine withl 6800GT and functions all good.

Why the 9700pro does not give image, only in windows?
 
My 9800 pro boots slowly on startup also. Is it possibly just an ATI thing? It did make it tough to get into BIOS until I realized what was going on.
