I currently have this card installed and when I point to menus(start---> programs, control panle, etc) and then close them I see little lines on the desktop that would coincide with certains portions of the horizontal & vertical border lines of the menu that was just opened. when I hit F5 they go away but if you click on the start and then point to one of the menus (programs, control panel, etc) and the close it leaves the marks again.

Is this a driver problem or other?

OS- XP
MB- Asus P4P800 SE
CPU- P4 3.0 E
Ram- Corsair XMS DDR 400 1G kit
HD- WD 120 g

Sounds like the card is getting too hot, or not enough voltage (9600 series should have had power connectors)

Are you sure? because I pulled the card out and it doesn't have a secondary power connector. I I have an ATI Radeon X 700 Pro in another system and that card requires a secondary power connector.

Anyone have any other possible cause for this type of situation? the PSU is an Antec 350w smart power.

Hey! My card does exactly the same thing!
It's an X600XT, which is just a 9600XT in PCI-E.
The only thing is, mine does it when I scroll down, close programs, refresh web pages, etc, etc. Anything the requires a vertical refresh seems to set it off.
I havent got a solution for this, but Borgschulze is totally right. You might not be getting enough power to it with that tiny PSU you're using. If you can borrow a bigger one (450w or more, maybe?) and throw it in, try that and see how it goes.
If you can't, try this:
If you're overclocking you're processor, take that back to stock to reduce the power draw on your board.
Again, any fans that you have running from your motherboard headers, take them off and test the card without them in. Just point a fan in the side of it to keep it cool if you have a real heat problem.
Unplug any non-essential drives you don't need (CD Drives, second hard drives, floppy, etc) and just keep your hard drive with your OS in there. Run a few games from here, and see what the effect is.
I highly doubt it is heat, although if you are keen on testing this, just point an industrial fan in the side of the case :D

Yeah, i know what you meant. I was just suggesting that he try decreasing the current draw on his motherboard/PSU to see if that was what was causing the problem.
9600's are _just_ within the voltage draw of the AGP standard, which means as soon as they are coupled with excess case fans and a weak PSU, there can be problems.
Spaniard > If the stuff I suggested fixes your problem, then you should definitely try the power connector mod that Borgschulze has shown. It's real easy, doesnt cost anything if you got the spare stuff sitting around, and you get some awesome overclocks out of it... :D
Good luck

Well, I swapped the PSU out and put in a 430 and its still doing it. I ran dxdiag and all direct draw & direct 3d test passed. i'm going to lower the acceleration on the card and see what happens. :(

I lowered the acceleratrion 2 notches and the lines disappeared. This sucks the card is brand new. will the lower acceleration affect the use of the card for regular applications & gamin? or just bring it back and exchange it? :( :( :(

If lowering the hardware acceleration fixes your problem, it sounds like it could be a driver problem. But then, if you have uninstalled/reinstalled your drivers, and it still does it, then it could be a problem with Windows.
Just as a suggestion, if you have some spare time, try re-installing Service Pack 2 (I am assuming you're running XP). This will copy over some files and reinstall DirectX, which is the point I'm trying to get across.
On the hardware acceleration: This is just a 2D acceleration slider for Windows, as far as I know. It shouldn't have any affect on your games whatsoever, because they are handled by the drivers. Please don't quote me on this, but from what I know, it seems likely. ;)
