Do need a load on any of the rails? if so what voltage and how much this is without a mb thanks

The +5V rail probably needs a load of at least 1-2 amps to give accurate voltages or to even make the PSU start up. 1-2 hard drives may be able to provide this, or you can use a few 8-10 ohm resistors, each rated for at least 5 watts and each connected between a red wire and a black wire. The power switch handles 120VAC directly, so be careful with it, and don't operate the PSU if there's no switch (has four wires connected to it, each high voltage).
