Well I have a problem here. I am trying to overclock the following rig:

Asus P5B-E mobo
C2D E6600 (cooled with a Zalman9700LED)
OCZ 2GB DDR2-800 (set to 1:1 timing)
XFX 8800GT

I can OC it to a stable 3.0GHz without bumping the VCore, but I can't go far past that.

Here's the problem. No matter what VCore I set in the BIOS, the actual VCore does not change. Here's a quick screenshot of CPU-Z reading this (this is while the BIOS has the VCore set to 1.4000V):

Any clues as to what my problem is?

Also, another slight concern is that I seem to get really high temperatures. With my old stock Intel HSF, I'd get about 65C under load (at stock clocks). With the Zalman 9700LED, I see that I'm currently idling my 3.0GHz OC at 46C...way too hot. AS5 was used as well. Might this be due to severe lack of flatness on my Core 2? Should I lap it?
