asus 6950 dc2 issue

i just upgraded my gaming rig to 2 570's and decided to put my 6950 in my spare pc for when someone wants to come over and game, my spare system is a c2quad q9450 using an evga 780i sli board. The old card in this system was an evga gtx280. After running driver sweeper and removing all the nvidia drivers (both in normal and safe mode) i installed the 6950 and the current drivers from amd. I then loaded up bf3, swtor, and me3. On all 3 games there was on avg a 25% drop in fps. So i then formatted and reinstalled windows 7 x64, installed all the drivers and redownloaded the games via orgin. Same thing the performance was down on all 3 games and the in game settings were auto set to high on most running at 1920x1080.

Is that c2q that much of a bottleneck for this card? and if so then why did that 280 out perform this card thats not even a year old? Also on my gaming system that this came out of i didnt have any issues with it all (i7 2600k)
 
Are the games all at the same settings as with the 280 because looking at typical benchmark scores, the 6950 should give you roughly double the frames. I think most games will detect what settings are "best" when you first load them so you are probably at higher settings than what you were with the 280.
 
see thats what i thought as well, but for instance bf3, on the 280 i set it to 1920x1080 on the res and selected high for the graphics quality for both cards and the 280 and 6950 are within 10% of each other on the framerates,

Now i know on bf3 its a dx11 game that will work with dx10 cards but even with that in mind, that 6950 should smoke that 280
 
also just for a little heads up, that 6950 running in my i7 2600k system performs like it should with those same bf3 settings (45 avg fps) but with that core 2 quad it runs at 29 avg fps on the same single player map. and in multiplayer the framerates drop even more on that core 2 quad
