Asrock A-tuning = unrequested automatic overclocking?

I just rebuilt my main gaming computer with an i5-9600K + Asrock z390 Taichi Ultimate, went into the BIOS and configured XMP and the date, and then booted into the OS. I wanted to make sure my temps were stable so I started the A-tuning and burnintest (100% CPU load) and the temps looked great, but then I realized the multiplier was at 49x?! Yep, running all-core at 4.9ghz... I double checked with CPU-z and it shows the same thing! I went back to the BIOS and confirmed that it's all set to stock, no overclocking settings. A-tuning DOES show that the CPU ratio is 49x, but I never set that. I'm not complaining though, it's rock solid at 61° C under full load after about 10 minutes.
 
It's A-tuning that does that if you look at it it will have the multiplier set to 49 (I think anyways, it does something similar to my 7820X)
