Artifacts in Windows.. 9600

Hi,

Just bought a 9600 and with the catalyst drivers installed i'm getting artifacts in windows such as lines through icons, weird pink stuff on animated stuff (such as the download picture). If i don't install the driver, everything is fine, but obviously no 3d.

I've tried 4.7, 4.8 drivers, and going to try the 3.9s now see if it helps a little. THis is a brand new PC, and i've checked for overheating although i know thats not the problem. Any ideas?

is the fan running on the heatsink? cause it COULD be overheating, cause if you didnt OC thats the only reason (I can think of)
 
It has heatsink with fan, no overclock, and it's not even warm to touch.
