Artifacts caused by underpowering?

If a videocard is underpowered will that cause artifact-related crashing or is it usually just specifically related to overheating? I'm having problems with artifact crashing in WoW sometimes when things get hot and heavy and regular artifact crashing when I try to run Vanguard beta. My gpu temperature still stays around ~70c when this happens. Yesterday I got a message that my card wasn't receiving enough power and that it was being forced to run at suboptimal levels.

I have a geforce 6800gt and a 380w power supply.
 
Since you're getting the 'Low Power' warning, you need to upgrade your PSU anyway, so there's no point in speculating about what's causing the artifacts until you've done that.

Just why people overvolt a GPU (Vmodding) to reduce artifacts from overclocking.
 
Depends on the quality of your psu, I got a 360W Chieftec running 6800 ultra/3500+/1gb xlpt/2 x hdd/cdr/dvdr/3x92 mm fans +the regular stuff.
