arranging 4 pictures in a 2x2 pattern

I have an image file that I want to print wallet photos for...however the photo printer that I plan to use has no software with it. It just prints 4x6's from whatever files I have. I can do all the aspect ratio stuff just fine - however I don't know what I could possibly use to get this one file in a 2x2 pattern so that it prints 4 smaller pics. I did all the aspect ratio math and cropping (same as 4x6 actually) but I have yet to come across any tool that can do this. The closest I have come is the mirroring thing in acdsee but that didn't do it. I would just take screenshots but I don't have a 30 inch high res display lol. This is extremely frustrating because it seems like such a simple task... :(
