my 12v rail idles at 12.34 - is that also in the normal range?
 
yes, it's within ATX/Intel Spec. your full load should be lower than that (hopefully not by much since i haven't seen good power supplies drop voltages drastically, like .1-.2 volts). They fit. It'll work until you hit about 12.6V

What does "+/- 5%" mean to you?

 
+/- 5% means the tolerance here. So it can be as low as 11.4 or as high as 12.6 and be okay. Similarly, 4.75-5.25 and 3.135-3.465 for +5 and +3.3, respectively.
