I've been running my i5 2500K at 4.5GHz with a Hyper 212 Plus which keeps the temperature avg of 38c ~ 40c on idle. Isn't that a bit too high? Maybe I should buy better thermal paste and re-apply it, or configure somewhere the fan to run more efficiently, or are these alright? When using the 3.3ghz default speed temperatures idle at around 25c ~ 32c.
