Are intel fans loud?

I just finished building my PD 915 rig but the fan on the processor seems to be overly loud. Is this common with Intel Prescott cpu's?
 
Prescott's are some of the hottest running processors out there. The stock Intel heatsink provided a decent amount of noise when used to cool them. Its not terribly suprising for it to be loud.
 
I checked my bios and the Intel stock fan is running at 4500rpm. Isn't that a little fast? The computer has it's case closed and yet it still sounds like a 747 is taking off with engines at full power. :(
 
a better title question is

why are intel fans so loud..

just take off the stock hsf and go after market.

a cheesy 20$ hsf does better then stock
