Are 7970 ref cards all the same?

I have a ref Sapphire 7970. My future plans are to get a second 7970 and run in crossfire. Newegg now shows the Sapphire ref card as discontinued and anywhere else I've seen in online has price tags of $500+.

I also want to go water cooling with the swifttech 7970 full water blocks. Will any ref card work at this point? or will I run into issues with crossfire, etc?

any reference design HD 7970 will work fine. the waterblocks are designed to be compatible with the reference design cards. so definitely pick ref HD 7970 from any vendor as they are all same.

Reference cards are the same, but beware of XFX: they have a card that has the reference cooler but not completely reference PCB.
